Open Winamp3 and the Winamp3 "Thinger".
Select the Oddcast DSP plugin found within the Thinger window. Configure The DSP plugin by choosing "Config" and follow the settings as defined in the Encoder Definitions:

Bitrate: this can mean two things: the bandwidth and quality of the stream. In general use the values of "128" for the Avg, Min and Max fields. The "min" and "max" options are not used when encoding Ogg Vorbis with the recommended "Quality" option for Encoding Type. Choose an average bandwidth suitable for both your content, the bandwidth available from your server and your audience.
Sample rate: When digitizing audio, the signal is converted into a series of very small samples. The sample rate is how many samples are taken per second and is usually measured in Hz (Hertz, cycles per second) and kHz (KiloHertz, thousands of samples per second). CD audio is recorded at 44100Hz or 44.1 kHz. When streaming this does not in itself define the quality of the stream as this is also effected by the bitrate.
Channels: Mono or stereo
Encoder Type: Ogg for the Ogg Vorbis codecs, Lame for MP3, WMA for Windows Media audio. (choose Ogg)
Encoding Type: Quality means quality is prioritized, Bitrate Management means bitrate management is prioritized (choose Quality)
Quality: Numeric quality level, experiment with different values.
Record From Windows Recording Device: Select this if you want to use a live input.
Server Type: The type of server to be streamed to (select Icecast2)
Server: The IP address of the server. If you are not setting up the streaming server yourself you will need the systems administrator of the server to tell you this IP address.
Port: The server port to connect to, usually by default it is port 8000, but this can change. If you are not setting up the streaming server yourself you will need the systems administrator of the server to tell you this port number.
Encoder password: The password needed for the Ogg Vorbis streaming server to accept your stream. If you don't know it ask the administrator of the server for a password.
Genre: The genre for the ID3v2 tag.
Mount Point: A directory or filename on the server where the stream can be found. With Ogg Vorbis streaming on Oddcast_DSP always has a preceding "/" and a concluding ".ogg". For example, this field should be as follows: /radiofree.ogg
Stream URL: For the ID3v2 tag (displays in the player when the stream is played).
Stream Description: For the ID3v2 tag.
Reconnect Sec: If a stream times out (maybe the server is down etc) then put here how many seconds should pass before the encoder tries to reconnect. Useful if you are not always near the encoder to keep an eye on it.
Live Rec Sample Rate: As above for Sample Rate but for live inputs.
Public Server: Should the URL for the stream be listed in public servers
Reconnect: Should the application try and reconnect if opened, e.g. after a crash.
Press OK, and then press "VU on/off" and then "Connect".
